The Telangana Police have adopted technological innovations as a key pillar of reform to strengthen law enforcement and public safety. These advancements are aimed at enhancing operational efficiency across critical areas, including maintaining public order, crime prevention and investigation, intelligence gathering, emergency response, traffic management, and community engagement by integrating modern technology into policing, the department continues to improve service delivery to ensure rapid response and foster greater trust and collaboration with the public.
The Command Control system is designed to enable real-time monitoring, rapid response and seamless coordination of police operations through the use of advanced technologies such as Closed-Circuit Television (CCTV), Global Positioning Systems (GPS) and emergency helplines likeDial-100and112.The system facilitates prompt receipt of information, swift dissemination to Patrol Mobile and Blue Colts teams and continuous follow-up until the resolution of the issue.
Serving as the central communication hub between stakeholders, public and the police, it plays a vital role in ensuring public safety, fostering trust and enabling timely decision-making during emergencies, criminal incidents and major events.
The Malkajgiri Police Commissionerate operates a network of 14,161 CCTV cameras, of which 900 have been integrated into the Command Control system for real-time monitoring. This network includes 567 cameras under the Nirbhaya (Safe City) initiative, 200 under the L&T project, 30 under ITMS and 300 installed as part of community projects. In addition to live CCTV feeds, the system also supports monitoring of Camera Mounted Vehicle (CMV) and drone recordings, as well as temporarily installed cameras deployed during VVIP bandobust, processions, large gatherings, dharnas, rallies, festivals and other major events. This integrated surveillance infrastructure enhances situational awareness, enabling timely response for crime prevention, detection and maintaining public safety during critical situations and high-profile events.
Functions of Command Control Center
- Act as an Information and Emergency Response Centre: Serve as a central hub for receiving distress calls from the public and immediately rushing appropriate police assistance or emergency services as required.
- DisseminationofCriticalInformation:Keepallconcernedofficersandunitsinformed in real time about important incidents, intelligence, or updates relevant to law and order.
- Dispatch the Police or Detective Teams: Coordinate the prompt dispatch of Patrol Mobile, Blue Colts and Detective teams to the scene of crimes or incidents for immediate response and investigation.
- Public Assistance During Emergencies: Extend support and coordination during emergencies such as fire accidents, floods, heavy rains, building collapses and other natural calamities to protect lives and property.
- Maintenance of Peace and Public Order: Assist in planning and executing coordinated operations during events likely to disturb public peace such as agitations, protests or communal tensions.
- Documentation and Reporting: Record all incidents, calls and relevant information systematically in the prescribed formats and promptly inform the concerned officers for appropriate action and decision-making.
- Proper Maintenance of Official Records: Ensure the upkeep of all mandatory registers, logs and data related to control room operations as per established protocols.
- Alerts for Law Enforcement Action: Immediately alert jurisdictional police stations and enforcement units for interception of suspects, seizure of contraband or effecting arrests based on actionable information.
- Public Information Support: Provide accurate and timely information to the general public regarding police services, safety advisories or guidance during emergencies.
- Life saving and Rescue Operations: Undertake any other emergency function required to save human life, protect property, or coordinate rescue operations for persons in danger or distress.

- Emergency Call Monitoring and Response: Monitoring Dial 100/112 calls and ensuring immediate dispatch of local police to the scene with the timely and effective coordination during the emergencies and public complaints.
- Patrol and Force Monitoring: Real-time monitoring of Patrol Mobiles and Blue Colts, including GPS tracking for location updates, Geofencing compliance and monitoring vehicle stoppage duration and route adherence in IPMS (Techdatum) application.
- VVIP/VIP Programmes: Monitoring movements and deployment of Quick Response Teams (QRT) and Commando teams for bandobust duties during VVIP/VIP programmes, festivals, strikes, processions, public meetings and major events.
- Event and Crowd Monitoring: Ensuring continuous monitoring and coordination related to dharnas, processions, rallies and addressing complaints pertaining to sound pollution, especially during night hours for effective maintenance of law and order and adherence to legal norms.
- Inter-Departmental Coordination: Regular coordination is maintained with departments like Communication, Fire, Ambulance, Traffic, Water Works, Electricity, GHMC, Railways and RTC to ensure swift response during emergencies, public events, and law and order situations, enabling effective service delivery and public safety.
- LegalMonitoring:MonitorWritPetitions,QuashPetitions,BailPetitionsandother legal proceedings pending before the Hon’ble High Court.
- Emergency Response: Attend to bomb threat and suspicious calls promptly and coordinate with concerned agencies. Receive and transmit critical information related to missing persons, abandoned vehicles, snatching, kidnapping and other serious crimes.
- Personnel& Force Management: Collect and update information regarding transferred or relieved personnel and officers. Monitoring the deployment and movement of Gas Squad Teams and Platoons from different wings.
- Media & Communication Monitoring: Watch news channels and scrolling tickers for any important developments. Transmit important news/information to senior officers through messages or phone calls.
- DutyConfirmation:ConfirmthepresenceofNightShiftOfficers(NSO)andNight Zonal Officers (NZO) daily.
- Reporting&Documentation:PrepareandsendDailySituationReports(DSR)and other routine reports to senior officers without fail.
- Public Assistance: Assist the public in obtaining necessary information and guidance as required.
Dial 100 Calls
- Verify that the Patrol Mobile and Blue Colt officers are proceeding towards the incident location and monitor their live location through the IPMS application to ensure timely response and effective coordination.
- Ensure timely dispatch of messages through phone, fax, email and wireless communication with proper and accurate documentation of all communications.
- Respond promptly to Dial-100 and other emergency calls, ensuring immediate alert and dispatch of local police units, patrol vehicles, and BCs as required.
- Generate the Dial-100 report daily and submit to the in-charge officer without any delay.
- Continues monitoring of TSCOP Application on screen, if notice any delay, that should be informed to the concerned mobile officer for swift response Dial-100 calls.
- If receive any traffic congestion, traffic jams and any other information from the ITMS Viewing Officer, the information should be escalated to the in-charge officers/Traffic Control/Zonal Controls/Field officers for free flow of traffic.
- Patrolling vehicles must be monitored through the IPMS application to ensure they follow assigned duty chart, geo-fencing boundaries and minimize stoppage durations.
- Prompt intimation of major incidents to the officers of Commandand Control and prepare and submit incident reports as per standard protocol.
- Maintain an updated database of emergency contact details for allied departments such as Fire Services, GHMC, Ambulance, Electricity, Traffic and others to ensure quick coordination and timely response during critical situations, thereby enhancing operational efficiency and public safety.
- Ensure Patrol Mobiles and Blue Colts regularly visit the Point Books and conduct checkson MO criminals.
- Maintain strict confidentiality of sensitive information and uphold discipline and decorum within the Control Room at all times.
- Collect and compile updated contact details of all stakeholders to ensure effective coordination and quick response during any situation, keep updated list of all Police Stations in the district including divisions, Investigating Units, Traffic Police Stations, Railway Police Stations and RPF posts with their contact numbers, as well as contact details of Senior Police Officers with their official and residential addresses. Maintain recordscontainingtheresidentialaddressesandcontactnumbersofallInspectorsof Police in the district, along with the contact information of Senior and important Government Officers in the Commissionerate. The charts should also include details of police residential quarters with occupant information, important Hotels, Government and Private Hospitals, Railway and Bus Stations, and Fire Stations with their locations and contact numbers. Additionally, maintain updated lists of taxi stands, Ministers, MPs,MLAs, and MLCs with their residential addresses and contact details, Courts with jurisdiction over respective divisions, and important State and Central Government establishments with their locations and telephone numbers.
